JOB SUMMARY

The Chief of Party (COP) will provide overall technical leadership and managerial direction for the Activity. They will have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the Activity. The COP will have technical and management responsibility for all Recipient personnel and be the Recipient’s representative to USAID/Ghana, the GOG, other donors, technical agencies, and other key stakeholders, as required. The COP will have overall responsibility for addressing award-related issues, including ensuring that Recipient financial controls and systems comply with generally accepted accounting practices that meet USAID standards and that all project-procured materials and equipment are safeguarded prudently and responsibly used. They will manage project staff and ensure Accelerate Action for Family Planning Activity meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under Accelerate Action for Family Planning Activity. The COP will be responsible for the timely and accurate delivery of all reports and other project products. This position is contingent upon award.

RESPONSIBILITIES

  • Direct the team and project resources toward the fulfillment of project goals and objectives.
  • Ensure strong coordination and a positive working relationship with USAID/Ghana and ensure that the project is responsive to USAID’s needs and expectations.
  • Build, strengthen, and sustain relationships with other key stakeholders (such as the GOG, Ghana Health Service, local NGOs, other USAID-funded implementing partners, and private sector entities) to collaborate on shared goals, maximize value-added, and avoid duplication of efforts.
  • Manage relationships with consortium partners.
  • Oversee the project’s implementation progress, facilitating adaptations and course corrections where/when necessary to achieve goals.
  • In collaboration with the Senior Technical Advisor, ensure the soundness of the project’s technical direction.
  • In collaboration with the Finance Manager, ensure fiscally responsible implementation in full compliance with the laws, regulations, policies, and procedures of USAID, GOG, and EngenderHealth.
  • In collaboration with the Strategic Information (Monitoring, Evaluation, and Reporting) Advisor, ensure that the project’s MEL and KM functions are well-executed.
  • Ensure the project’s smooth operations and management of implementation.
  • Provide first-class leadership to the development and submission of quality deliverables in accordance with the terms of the USAID award.
  • Oversee project staff, ensuring strong communication and coordination with and between all team members, and with EngenderHealth’s regional and global technical advisors.
  • Work with other project personnel and EngenderHealth leadership to proactively mitigate potential or actual risks that may adversely affect project implementation.

REQUIREMENTS

Must possess the following requirements.

  • Degree in Medicine or Nursing. Clinical experience in FP service delivery.
  • Preferred advanced degree in public health, social sciences, public health, international development, or related field.
  • 10 years of senior-level management experience in the design, implementation, and management of complex public health projects in family planning.
  • Demonstrated leadership skills and experience to build and maintain productive working relationships with a wide network of institutional partners and stakeholders, including high-level host country governments and international agencies.
  • Proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce quality results.
  • Demonstrated knowledge of procedures pertaining to project design and implementation, Monitoring and Evaluation, and financial management and reporting.
  • Proficiency in at least one of Ghana’s local languages.
  • Demonstrated understanding of the FP landscape and knowledge of USG health initiatives in Ghana.
  • Demonstrated experience implementing family planning and reproductive health (FPRH) programming in Ghana.
  • Working knowledge of and/or experience with USG-funded programs

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Prior experience in a senior management role on a USAID-funded project
  • Ability to travel as needed to activity sites
