The Excise Tax Expert duties and responsibilities will include:
Excise Tax Compliance Risk Management
- A desktop study of excise compliance risk management function of selected tax administrations, risk registers, the risk standards (including consequence and probability tables), risk categories and other risk reports,
- Develop a compliance risk framework across all excise tax products and focusing on taxpayer and trader compliance,
- Compliance risks identification, assessment, ranking and quantification,
- Standardization and identification of maturity levels and constraints,
- Draft a comprehensive excise tax compliance risk management framework to be workshopped with relevant stakeholders,
- Development of effective excise tax compliance improvement plan,
- Develop an effective monitoring and reporting system of compliance risk mitigation activities,
- Data matching to manage compliance risks,
- Development of an excise tax compliance risk management dashboard,
- Develop training and capacity building materials on excise tax compliance risk management,
- Provide training on implementation and monitoring of the effectiveness of the compliance risk mitigation activities.
Excise Tax Auditing
- Analysis of the excise tax function and statutes/legislation/regulations of selected ATAF member states to identify gaps and possible areas of improvement,
- Develop comprehensive excise tax auditing framework(s) including implementable guidelines and procedures,
- Develop excise tax auditing strategy or plan,
- Provide expert advice on the optimal functional structure of the excise tax function/unit,
- Support African countries in conducting excise tax audits to ensure compliance with tax laws and regulations,
- Provide expert advice and technical support to African countries in developing and implementing effective excise tax audit programs,
- Design and deliver training programs to build capacity and improve the skills of officials in African countries.
Required profile for job ad : Excise Tax Short-term Expert
The Individual Consultant is expected to have the following key competencies:
- A Master’s degree or equivalent in a relevant field
- Minimum 5 years of demonstrated work experience in excise tax administration and auditing
- Experience in the provision of technical assistance in excise tax administration and auditing,
- At least 5 years of demonstrated experience in undertaking similar work within the sub-Saharan region and have a broad understanding of the socio-economic dynamics of African countries,
- Good knowledge of the customs and excise tax systems in Africa,
- Good report writing skills,
- Good communication and presentation skills,
- Knowledge and use of virtual platforms for delivery of technical assistance
- Good command of the written and spoken English, and
- Computer literacy,
- Excellent strategic, analytical skills, and ability to maintain confidentiality. Fluency in French and Portuguese are added advantage.
